EFECT Coalition credibly representing rights &interests of citizens to significant reduction of environmental impact of energy production &consumption, has opened constructive, lasting and institutional public dialogue with state, entity, cantonal &city/municipal governments, urging for their full engagement in integrating environmental concerns within the energy sector

Estimated results

1. Strengthened accountability, capacity and strategic orientation of EFECT Coalition for public-policy dialogue proactively placing urgent need for environmental improvement by replacing fossil fuels with increased EE &RE/solar growth, on local, cantonal, entity and state decision-making agenda;

2. Increased public awareness on legally-binding international and national environmental commitments of B&H energy sector, supportiveness to and recognition of EFECT Coalition’s efforts to credibly and legitimately represent relevant citizens’ concerns;

3. Cantonal and city/municipal authorities in target area increasingly aware of win-win remedies to energy-related environmental pressures and committed to respond to citizens’ concerns by enforcing implementation of environmental and EE&REs reforms with extensive use of abundant solar energy;

4. National, entity, cantonal and city/municipal energy & environment decision makers and institutions increasingly engage in open and constructive institutional dialogue with EFECT Coalition, and demonstrate their acceptance of the latter as authentic and resourceful constituent of the public

Main activities

1.1 Consolidate &manage EFECT Coalition and build capacity for effective long-term partners’ collaboration;

1.2 Increase collective Coalition’ capacity for policy dialogue on EE&REs with focus on solar energy as most efficient vehicle for sustainable environmental protection;

2.1 Increase Coalition’ legitimacy&representation base by bringing aboard institutional constituents&allies from national &international civil society and SME sectors;

2.2 Conduct participatory scientific research refining &complementing Coalition’ Positioning Paper, by collecting &analysing citizens’ &stakeholders’ views;

2.3 Deliver public awareness &information media campaign on legally-binding B&H obligations to improve environmental performance in energy sector and pertaining EE&RE/solar energy opportunities;

3.1 Train target cantonal &city/municipal officials in sustainable energy-related environmental practices and motivate them to jointly influence state/FB&H energy decision makers to respond to environmental citizens’ concerns;

4.1 Communicate Coalition’ agenda to state/FB&H energy &environment decision makers &officials;

4.2 Explore and actively use existing public-participation avenues in state, FB&H, cantons and cities/municipalities with emphasis on environmental energy-sector concerns;

4.3 Monitor progress of state, entity, cantonal and city/municipal authorities in achieving environmental integration within the energy sector in line with legally binding international B&H commitments and domestic strategies
