The Regulatory Energy Commission of Republika Serpska has finally, after a long wait, made the draft documents regulating the purchase price for producing electricity from renewable energy sources.

Some investors evaluated this document as stimulating. Investors in the electricity sector that own concessions blame the lack of legal framework for regulating premiums and incentives for renewable energy as the main reason for failure to build small power plants in Republika Srpska.

Republika Srpska had the lowest purchase price for renewable energy in the region which had a negative effect on investors in small hydropower plants that produced losses due to low purchase prices.

The purchase price so far was 6.6 pfennig per kWh, a new small hydropower plant up to 10 MW should be 11.8 to 14.6 pfennig per kWh. Wind power plants purchase price should be 17.1 pfennig, up to 57.9 for solar power, biomass from 13.6 to 14.9 and biogas 14.6 pfennig.
