Request to the Parliament of Federation of Bosnia and Herzegovina for Immediate Adoption of the Energy Efficiency Law

Environmentally Friendly Energy (EFEKT) Network has sent a request to the Government of Federation of Bosnia and Herzegovina and House of Representatives of Federation of Bosnia and Herzegovina for the urgent adoption of the Law for Energy Efficiency.

EFEKT reminds authorities that on July 27th, 2006 Bosnia and Herzegovina has ratified the “Energy Community Treaty”, taking commitments that are not fulfilled to date.

Energy Community Secretariat in Vienna is responsible for overseeing the implementation of the Treaty and has repeatedly warned authorities in Bosnia and Herzegovina on slow and inconsistent fulfillment of taken obligations.

On February 11th and March 3rd 2014, the Secretariat on addressed Bosnia and Herzegovina with a warning letter stating: “Until now Federation of Bosnia and Herzegovina and Brèko District have not adopted legislation that incorporates Directive 2006/32/EC for efficient use of final energy and energy services, nor the adoption of the National Energy Efficiency Action Plan”.

In the new warning letter dated February 25, 2015 the Secretariat warns Bosnia and Herzegovina that they lag behind in other
contractual parties from the Energy Community in many areas including energy efficiency and renewable energy, which is why EFEKT requires urgent and immediate adoption of the Law for Energy Eefficiency in the Federation of Bosnia
and Herzegovina.

“We expect that the responsible and competent authority will inform the public about the further process of the adoption of mentioned law, and fulfillment of other obligations under the signed Treaty on accession to the Energy Community”, said the representatives of the EFEKT Network.
