The Special Representative and Head of the EU Delegation to B&H, Peter Sorensen and representatives of the nine municipalities in B&H signed a Memorandum of Understanding on EU support for energy efficiency, marking the start of cooperation in the implementation of EU-funded project “Support for fulfilling the requirements of the Energy Community Treaty with the Focus on energy efficiency and renewable energy sources (DELTER)”.

The main objective of the project, worth 2.5 million Euros, is to increase energy efficiency in public buildings and provide support to B&H to meet the obligations undertaken by signing the Energy Community Treaty.

Beneficiaries of this project, funded by the EU through the IPA in 2007 and 2008, will be the municipalities Prnjavor, Trebinje, Visegrad and Zvornik from the Republic of Srpska, Jajce, Neum, Tešanj and Zenica in the Federation BiH (FBiH) and the Brcko District.

The total funds around 400,000 euros will be provided for the purchase of materials such as windows and doors, insulation, etc. in schools and other public facilities.

In RS, the primary school “Nikola Tesla” in Prnjavor, “Vuk Karadzic” in Visegrad and “Sveti Sava” in Zvornik, and Youth and galleries in Trebinje will be included in this project.

In the Federation, the project will cover primary schools “Krušèica” and “Vinac” in Jajce, and “Cardinal Stepinac” in Neum, buildings and kindergarten municipalities TeÅ¡anj “Dunja” in Zenica.

At the ceremony of signing the memorandum, Sorensen pointed out that energy efficiency is the future of one of the goals and key elements of EU strategy by 2020. He recalled that the EU has decided that until 2020, 20 percent lower energy consumption.

“Energy efficiency is one of the most effective ways of ensuring energy supplies and reduce toxic emissions, and one of the most important aspects of the energy planning”, said Sorensen.

In his view, the energy sector in BiH has the best prospects for development.

“These pilot projects will help to raise awareness of how important energy efficiency in our daily lives is”, said Sorensen. DELTER Project Team Leader Peter Brask said that the aim of the project is to help reform the energy sector in B&H, especially when it comes to energy efficiency and renewable energy sources.

“Special project goals are to demonstrate how households and municipalities can improve energy efficiency and use renewable energy sources to increase the understanding of all stakeholders in the energy field and to raise the capacity of B&H, which requires certain reforms and creation of legal framework and policies on energy efficiency,
“said Brasko.

He stated that the project includes four key components – demonstration projects, training (capacity building), public education and legal framework.

According to him, 14 candidates from each entity and the District of Brcko submitted the request for project participation. He noted that energy efficiency is considered extremely important in protecting the human environment.
